The Dawn of Japan’s Novel Food Framework: Join the Cell-Ag-READY Dialogue 2025 Hybrid Symposium

On November 13–14, Japan’s food-tech public-private committee working team and non-profits will host a 2-day hybrid symposium at ENEOS Hall, Tokyo, bringing together stakeholders and regulatory scientists on Japan’s “Novel Food Framework”.

Tokyo, Oct. 2025 – The Japan Association for Cellular Agriculture (JACA), a Tokyo-based industry association focused on policy recommendations for cultivated food, has announced the agenda for “Japan Cell-Ag-READY Dialogue 2025,” co-hosted with the Cellular Agriculture Working Team under the Council for Public-Private Partnership in Food Technology and the Economic Security Intelligence Lab, Research Center for Advanced Science and Technology (RCAST), The University of Tokyo.

Background of the Symposium

This symposium takes place at a critical juncture—before Consumer Affairs Agency finalizes the guidelines on cultivated foods, which are expected to serve as a baseline for Japan’s future Novel Food framework—and aims to integrate international regulatory science insights into these ongoing deliberations.

Selected Menu of the Symposium

Day 1

The first day will open with a keynote presentation by the Consumer Affairs Agency official in charge of developing Japan’s guidelines for cultivated foods. This will be followed by presentations from two academic experts from the National Institute of Health Sciences and Tokyo University of Agriculture Food Safety Research Center, both commissioned by the government to examine risk assessment methodologies of the novel food. A detailed panel discussion will then bring together international experts engaged in the safety assessment of novel foods in Singapore (Future Ready Food Safety Hub), the United States (Intertek, Vireo Advisors), Europe (Food Safety & Nutrition Consultancy), Australia (Arta Bioanalytics), and China (Scientific and Regulatory Committee, China National Food Industry Association), focusing on the critical regulatory agendas for cultivated foods. The day will conclude with a networking reception.

Day 2

In the afternoon, one of the main sessions will highlight perspectives from leading Japanese consumer organizations (Association for Confidence in Food Safety, Food Communication Compass), a veteran journalist formerly with Nikkei who has long covered food safety, Wagyu producers (Toriyama Cattle Farm) collaborating with the U.S. cell-cultured chicken company Eat Just, Japan’s first Food Safety Commission Secretary-General who had worked on BSE, and Japan Nexus Intelligence, a consultancy specializing in disinformation risks.

The symposium will also focus on international experts from Good Food Institute, Carnegie Mellon University, Roslin Technologies, National Centre for Food Technology and Safety, SAFE Food Advocacy Europe, Hoxton Farms, EastMabBio, Keller and Heckman, Atova Regulatory Consulting, BlueNalu, and more.
